Facts, allegations, and opinion
Documented facts are cited so a reader can open the source. Allegations, inspector-general findings, news identification of unnamed agents, aggregator salary rows, and opinion are labeled as such. An FBI electronic communication, an OIG report, or a civil complaint is not a finding of criminal guilt.
